The Coordination of the Cross-Sector Task Force (CSTF) had a meeting with Dr. Thikra Alloush, Chairperson of the Higher National Committee for the Advancement of Iraqi Women in Al-Zawra Hall in Baghdad on 13 November 2017. The purpose of the meeting, which was held based on the results and decisions of the meeting of the CSTF1325 on 12th of October 2017, was to continue the discussion on the establishing of the Secretariat of the CSTF and move further the process. The meeting was attended by Dr. Thikra Alowsh, the Head of the High Commission for Women Development in Iraq, and the Co-Chair of the CSTF 1325, Dr. Ibtisam Aziz, Director General of the Iraqi Women Empowerment Department / Council of Ministers, Mr. Qassim Al-Zamili, Chairman of Operations Room 1325, and Ms. Suzan Arif, the Coordinator of the CSTF1325.
Dr. Thikra Alowsh pointed out the importance of organizing the work of the CSTF1325 through the establishment of a special Secretariat to perform the functions of the executive management of the work of the CSTF in addition to coordination, organization, documentation and follow-up of the work of the Task Force and overcoming the obstacles and difficulties facing the work of the ministries members of the CSTF.
Dr. Ibtisam Aziz commented on the Secretarial lineup in terms of tasks and she requested for clarifications regarding the Legal committee, the Secretarial structure, the role of the Operations Room 1325 and also the role of the Women Empowerment Department in the CSTF1325.
Mr. Qassim Al-Zamili, Head of the Operations Room 1325 in the General Secretariat of the Council of Ministers explained the importance of establishing a Secretariat and the competence to consider all matters related to the NAP. He mentioned that Iraq can achieve a great and successful step by being the first eastern country that established a mechanism in a global formula in these circumstances in order to implement the national plan and take a lead role in keeping pace with the developments on the national and international level.
Ms. Suzan Aref, the Coordinator of the CSTF 1325 explained the importance of establishing this Secretariat in order to institutionalize the work of the CSTF 1325 in terms of organization, coordination, documentation, follow-up, writing of reports, and providing support to the ministerial follow-up teams in the implementation of the NAP and overcoming obstacles. Ms. Aref highlighted the importance of activating the role of the Legal committee of the CSTF 1325 as well as the importance of linking the Secretariat with the Head of the CSTF 1325 in Baghdad, the Secretary General of the Council of Ministers.
The relationship between the Secretariat and the Iraqi Women Empowerment Department in the General Secretariat of the Council of Ministers was also discussed. The Secretariat will provide all the required information regarding the implementation of the NAP and will develop monthly reports to the Coordination of the CSTF 1325, following up on the achievements of the ministries. The Director General of the Iraqi Women Empowerment Department would be the Rapporteur of the Coordination of the CSTF 1325.
Decisions and Recommendations
- Sending the structure of the Secretariat to the Head of the High Commission for Women Development in Iraq in order to obtain the approval and start the work of the Secretariat.
- Adopting the structure of the CSTF 1325 and issuing a formal order to form it.
- Locating the Secretariat.
- Assigning the Operation Room to take the responsibilities of the Executive Secretary and fully discharging the staff of the Operation Room.
- The coordinator of the CSTF 1325 (Mrs. Susan Aref) will coordinate the work of the Secretariat.
- The Secretariat should carry out its work by preparing reports, collecting data and work on its responsibilities based on the order of its formation (ToR) as soon as possible.
After the meeting an evaluation and feedback was discussed at a working meeting of Suzan Aref, Coordinator of the Task Force, and Amir Badir and Qasim Alzamliy from Operation Room 1325.
